In this scenario, would downtown be flooded as well?
Very possibly. Land seems to rise a little between the vet school and the interstate. Not sure if it's for real or just my eyesight playing tricks on me :p
The thing about downtown though is that it drops off from being on the bluff on 3rd street to being floodplain on river road (or whatever it is called downtown), so only things like the river side of the Hilton would be effected to any extent.
