It is very possible that the water coming through is clear but the surrounding mud and grit makes the whole area appear muddy.

According to information received over the weekend, these boils are linked to historical problems associated with Duncan Point, which is a part of the levee adjacent to the Horse Activity Center. Jay Grimes told us on Sunday that the ACoE had identified 120 problem areas along a 300 mile stretch of the levee which includes Baton Rouge, and that Duncan Point is one of the top 3 in terms of seriousness. They say they're on it, and that it is being monitored 24/7. No one has said what if anything can be done about it.
