ACOE and the State of Louisiana been saying for at least two weeks that there was an above-average chance that Morganza would have to be opened due to the historic nature of this flood. We've been discussing it here at TD for at least a week, if not longer.
If that isn't enough notice for someone with even a few grains of common sense to think: "Gee, maybe I should pack up all my valuables in advance, and get ready to relocate to higher ground on short notice", then that person is way beyond help.
