What can help is setting up a rain bucket and watering with rainwater... to compensate for the terrible rain season thus far you can fill with the hose but allow the water to sit 3-4 days to let the chlorine flash off or dissipate. It is much better for the plants. Straight city water is not the best, especially if you are located near a treatment site and are thus over compensated by the treatment plant. I had to do this to my small garden at the place i used to live. The water was dragging my plants down...
