I don't know what kind of people you are skip tracing, but what I typically find is that they don't put utilities in their own name. Mostly because their credit is so jacked up they can't get them in their name without a $500 deposit. Lexis/Accurint will give you a date range of when a particular address was used, but it's not very reliable as far as that is concerned. I skipped myself and it had a lot of incorrect info, especially dates. As I said in my other post, if you have access to Equifax, it will tell you the exact day that a particular address was reported to the credit bureau on a particular person. You just have to make sure that it's new information.
