He's got D-1 QB size at 6-1, & almost 200 lbs. It's not ideal height/wt but it certainly is D-1 level.
The arm strength doesn't pop out like it should for elite 4 & 5 star D-1 recruits, but I've seen guys with worse strength get scholarships at D-1 schools.
He looks like a 4.5 speed QB prospect. That alone could garner him a D-1 scholarship. Hell, some BCS schools would take a 6-1, 200, 4.5 speed athlete and make him a LB.
D-1 QB? Definitely.
BCS team scholly? Possible, but probably as a backup/"project" in the right system, but could get on the field faster if he's willing to switch positions.

I personally think he is going to end up playing slot receiver for the Aggies. But it is kind of hard to argue with the stats he put up:
2010 (Senior):
Rushing: 1,674 Rushing Yards
30 Rushing Touchdowns
Passing: 3,609 Passing Yards
45 Passing Touchdowns
5 Interceptions
These stats are more than most players achieve in a high school career, and he did it playing usually half of each game. He only played 4 complete games his senior year.
2010 (Senior):
