Not trying to be a spammer so no link in this post. There have been documented cases of black bobcats. I even have a picture of one on my website if you just follow the previous link I posted you can find it from there. I also have a picture of a black panther. Video actually. The video is from Alabama.
Do I believe there are black cougars. No but there is without a doubt black panthers. A jag or a leopard both have black genes and both come in black. The video I believe is a black leapord. Probably an escaped pet.
Just recently two gray cougars were born in Florida. They are still cubs so it will be interesting to see what happens to the color as they age. Light gray. Nothing to be confused with black.
About 8 years ago I had a book mark of an online news item that had a video of a big black cat out in California, near the Hurst Mansion. It was without a doubt black and without a doubt a cat. The page no longer exist. I tried to use the wayback machine online to view an archived copy of it but they didn't have that page saved. I did save the still shot to my computer and still have a single fram of the video on my computer. It isn't very clear as it just a single frame and much less convincing than the entire video, which left no doubt about it being big and black and a cat.

Now it's not just a black panther, it's an eight foot long black panther!
And HOMELAND SECURITY is warning us to be afraid....
