Don't know about deer but Duck seasons and zones are determined by fed gov. Adjusted every 10 years. State makes several proposals and fed selects the one they want. This year was the end of current cycle and things will change next year.

Funny, I was just told today they are set by the state every five years and the next cycle is next year... Not arguing at all. Just noting difference
