no, I'm basing it on the fact that he's over a year older than Hunter. I'm basing it on him being a champion power lifter (meaning he's already in a rigorous weight lifting program).
Both of those things mean that he is much closer to his physical peak than Hunter.

Really? So, a person's age means they can't get stronger or bigger??
How can you be sure Chuck Hunter would ever be able to accomplish the level of strength needed to become a champion power lifter??
