It really does not matter much, as long as there is a balance to play calling... having said that, the "surprise" play (which is what's being setup) that is likely to get the most yards is the pass, so I would vote for "run to set up the pass".
Also, when the game is starting and the "jitters" still exist, the run is a safer play.
on the other hand, a good surprise run, demoralizes the opponent and gets them off the receiver's back..this is why I say that in a lot of ways..it does not matter much as long as there is balance.
