I'd guess it's Miles if he is telling them this so soon after returning. But in all honesty, it could be Hoke as well. He is probably hiding in the bushes outside Willow Run anyway.

What I get from that is, if Miles says yes - new staff. If Miles says no - new staff under Hoke. Either way, that's the order. It's up to Les now.

Yes it could be Hoke as well. I doubt they would need much to convince him, Just a quick call get your azz over here. Will depend if Hoke's ego gets on the way since Mich went to all these other guys before getting to him but doubt he would too, would be stupid of him to decline. Then again reports were that Miles would accept if offered so
