The Title IX problem comes in because they factor football into Title IX numbers for men's scholarships when they shouldn't be, for two reasons: nothing in the rules states that football is solely a men's sport and if it were, there is no women's sport that can be equitably compensated scholarship wise to make it even for other sports.

Which is why you end up with 15 schollies for women's BBall, but only 13 for men's. Or 18 schollies for Women's swim & dive versus 9.9 for men's. I think softball has more schollies available than baseball, and they need far fewer players to field a team.

Also, Men's hockey gets 18 scholarships for a 25 man roster and baseball gets 11.78 for a 35 man roster. There are only 60 D1 hockey programs, there are about 300 baseball programs.
