Yea, because Tony Dungy and Lovie Smith met in the Super Bowl and they were not hired because of the Rooney Rule.
Mike Tomlin was a Rooney Rule hire of course because of the owner but he won a Super Bowl.
I think it needs to be tweaked because it shouldn't be mandatory when there is a clear frontrunner.

Some requiring a black guy interview candidate gives the black guy a clear headstart/advantage? How so?

I agree with this, particularly if you have an interim HC who coaches, say, 4 or more games that year. I think that in those cases, the requirement should be waived.
