Blender can do it. but it is a 3-D modeling program so you would have to make the face from scratch. You can rotate, spin, and animate your 3-D images. I have played with it. It is very complicated and makes GIMP look like a walk in the park.

Wow!!! just Wow!!!! and here I have been thinking how difficult it has been for me to get the hang of using Paintnet and or Gimp!!!
Anyhow, here's some examples of what I've been doing. Feel free to critique at will, I have a lot to learn still. I have discovered my newest little friend though. The eraser tool is my buddy!!! I still have a lot of trouble tracing around faces or bodies to use in another pic, but with the eraser tool, I can get what I want done!!
