I'm not sure how many think they are entitled, hopefully none. This was an incentive put in place by LSU in hopes of continuing legacy families. Unless someone is coming to study something that is very strong, or somewhat unique, at LSU, the OOS surcharge isn't really a good value for the education dollar compared to other state schools. So again, for LSU it was about possibly getting a legacy student to the school who may not otherwise come. If that is not a good investment by LSU, then I agree they need to cancel the program.
not sure how long you have to be in LA to establish residency, but my wife and I worked for 12 years in LA before moving. So I" probably contributed much more than someone who moved there 3 years ago.

Yeah I've always been a resident. Just using it as an example.
My point is that people leave the state for economic opportunity. That's really what it comes down to, nothing else in most cases. So if you leave the state for some benefit elsewhere, I don't see why it's LSU's responsibility to give your child instate tuition because you lived here for a time and came to school here.
LSU isn't going to spike in the rankings because of a handful of "legacy" students. They'll spike in the rankings if we can fund higher education better, increase our endowment, and give full control of tuition and financing to LSU.
Fund the school, the ranking will follow, and this conversation will be moot.
