without looking at details numbers surrounding their specific subsidization, what they did while at LSU, what they've done since, what they've contributed, and what they might do in the future, it's hard to say.

Well I understand the intention of this program and TOPS is bring in good out-of-state students and keep the good home-grown students. The reality is that people (myself included) are taking advantage of the cheap tuition then moving on, contributing to the brain drain.
