I agree with most of your points, however, I saw this as more of an incentive on LSU's part to attract these potential students back to Louisiana, vs. an alum looking for a handout. LSU evidently believed there was a benefit in getting these students back...

My question still is, what is the net gain by cutting this program? How were these students' costs subsidized?

It seems a lot of my friends from Houston who went to LSU did so with the subsidized tuition due to their parents' alum status. What happened when they graduated? Pretty much all of them moved back to Houston. How did the state of Louisiana benefit from this? They aren't contributing to Louisiana's tax revenue or economy when they move back.
