I live in Hattiesburg, and have read the articles about the stadium, it was funded by private donations and by money from the Booster and TD club, and also funded by the City b/c it can and will be used by Pee week rec leagues for football and soccer.

FWIW My mom is a teacher here in Mississippi so I have a good idea about how funds are allocated. There are state and federal funds which are what teacher's salaries are paid with, and there is also a different type of fund that school districts have for building new schools, stadiums, gyms etc... There are also Bonds as well.
