How would you explain not letting boats down river. Especially with media folks on em.

This would probably have more to do with media censorship than anything.
They want to control as much information as possible.
The no-fly zone makes a little sense in that if they are piloting AC 130's at low altitudes dropping dispersants the pilots don't want to have to be avoiding a lot of other air traffic out there.
