I thought about this very thing yesterday when I was playing. Now, granted, I was playing CtF at the time, so me letting a couple of guys go past me was more advantageous for me getting to their flag. So I just let them pass and then told me teammates which direction to look for two enemies.
I rarely pass on a kill in TDM though. Unless I am trying to flank the other team (which I do fairly regularly), I'll usually kill any enemy I see. Also, I find that it's rare that I see someone who doesn't see me. Obviously if they see me, I'm gonna kill them (or be killed myself).
