The formula has worked. And for most of those movies, I don't know that anyone could have pulled off those characters better than Depp.

I don't know if it's either, but if I had to choose one, I'd say Burton relies on Depp. Depp would still be one of the best actors of our generation with or without Burton.
Burton I'm sure would still be very successful without Depp, but I had to pick one, lol.

This is far from the first time this has happened. For example, Scorsese always seems to have a go-to-guy. De Niro starred in Raging Bull, Casino, Goodfellas, and Taxi Driver. Now it's DeCaprio who's been in Gangs of New York, The Aviator, The Departed, and now Shutter Island.
