I'd be willing to bet it is a factor. It is not the only factor though.
Other factors, IMHO: Expense. If I am not mistaken, baseball doesn't give players a full ride. Tuition at USC is much more expensive than at other traditional baseball powers (Long Beach, Fullerton, Irvine, etc) in the area. The academic requirements at some of those institutions are a bit less rigorous as well.

Lack of promotion. USC baseball needs its own Pete Carroll type to put some life into the program and put Joe fan's butt in the seats.

Good to know that TD is still concerned with SC, even when the baseball team is at their shittiest.
