The "catch" of the ball begins when the ball touches the receiver's hands (in this case PP). At that moment when the ball touches the receiver's hands, he has one foot on the ground (his left). Subsequently, he tucks the ball without a bobble and proceeds to get a second foot inbounds (his right), which is technically moot b/c he's already gotten one foot in bounds AND is in the process of making an un-bobbled catch. A receiver does not have to have the ball tucked away and THEN get a foot inbounds. The "catch" begins the moment the ball touches the receivers hands. Learn the rules.

P.S. If this isn't true, the Arizona Cardinals got robbed out of Superbowl win last year.

Plus, the NFL rules for a catch are a little tougher than the NCAA's rules.
