Honestly, his job should be to seriously evaluate (and in some cases investigate)
This +1000.
The idea of a ref pool will at lest lessen the chance of tampering.

ETA: But the major problem has to do with the fact that conferences do have their own refs. There should only be NCAA-FBS refs with more of a random assignment of games.
