I was under the impression that after the "open", each book adjusts the line. After that time, usually Monday afternoon, the line moves with the action. So in this case, more people took State. Like you said, it just means the people betting don't like LSU giving up 2 TD's. Also, they adjusted the line back to -13. That means that too many people were taking LSU @ -12.5. It all depends on how comfortable Vegas is with where the money is being get.
