Thinking outside the box... Mexico City. Huge fanbase, breaks into the foreign makret, and it would probably sell incredibly well outside of the market.
Green and red. Or go with the established Chivas brand and tie it into soccer fans.

Yeah, Mexico City and Toronto (though that might take fans from the Bills) would be cool additions.
