It means someone is posting old news-- it is used primarily to tell Rantard "A" that Rantard "B" has already started a thread about the same topic, perhaps a few minutes or even days earlier. If Rantard "A" had searched for, and found, that older thread and started posting within that thread, then he/she would not elicit a "germans" response. If Rantard "A" fails to look and see that there are already 2 or 3 threads saying "Chavis is the new DC", then starts a new topic saying "Chavis is the new DC", then it will be old news and he/she will likely be told "Germans!", and also that they should participate in the other thread instead of starting a new one. It simply gets difficult to manage and participate in topics when 5 different people create new threads to say the same thing.
A few years ago, instead of saying "this is old news", to be smartasses, people started posting a picture of an old newspaper... most commonly that of a newspaper declaring that Japan bombed Pearl Harbor. This evolved into saying the Germans bombed Pearl Harbor as a tribute to the scene from Animal House, which someone else just mentioned-- now it is simply shortened to "Germans!" without giving context.
