A playoff system does not determine the best team. It is all about generating a high level of fan interest and hence making tons of money for respective sports. For instance, if MLB wanted to truly determine the best team, they would take the team with the best record at the end of the year from the NL and AL and have them play each other in the World Series. But watching one round of playoffs isn't as fun as watching 3 rounds and doesn't make nearly as much money. However, college football is different in that its regular season is very exciting from start to finish, so it already has the high level of fan interest. So basically if you want an exciting playoff system, which by the way would dilute the regular season, then you should want a playoff system. But if you want to truly to determine the best team at the end of the year, you should want the BCS, or something similar to it.

In how many years has the BCS determined, unquestionably, the best team in the land?

There is not a system that someone could not shoot a hole in it.
Even in the NCAA B Ball Tournament, you could argua that the team that wins is the team that has the best run, as opposed to the ACTUAL best.
But, at some point, you have to decide the system and go with it.
Right know, only 2 teams can be in the picture regarding the football championship...
as a result, it is a very NARROW picture, as only 2 teams will participate and ARE DECIDED BY A COMPUTER AND A POLL.
IMO, the more teams the more accurate the results will be.
thus
4 is better than 2
8 is better than 4 and so on...
but these must be balanced with Bowl Game and other interest THAT ARE REAL.
therefore, although not perfect, I think a + 1 would be the best INITIAL system to use.
i,e 1 plays 4, 2 plays 3 and the winner does the +1.
will this be perfect, NO.
but by involving 4 teams, you have now increased the number of teams going for the championship by 100%.
