No it isn’t

If the throw was where it was supposed to be then he was in the correct position for it. He would’ve been in the baseline if he stretched with his right foot on the bag.

Freeze the video at the point where the ball disappears from view and the runner is two steps from the base. At that point with his right foot on the base he may have been able to stretch far enough to get the out. Even if he had to leave the bag he would still be leading with his gloved hand and would have been able to catch it and attempt a sweep tag. There would be no reason for him to be in the base line if he jumps out and catches the ball.
