Its what most of the south calls it outside of Louisiana.

Meat and 3 is usually a more compact cafeteria. New Orleans meat and 3 (hot plate) is served in styrofoam to go. Birmingham/Nashville meat and 3 is served on plates to be eaten at a table with waitresses.
