Because they don't come here and assimilate into American society. They fundamentally don't like this country or its people and only see it as an escape from their homeland.
This country used to be pretty empty compared to how much it is populated today. The government also didn't give out handouts and we weren't a welfare state.
Borders are only as secure as a country can defend them. People have always been taking over other places since the beginning of time. We're probably the first to just give ours away.
