I had my exact same doubts about this because it's from gateway pundit but from my quick read of the bill, Recounts are still allowed but the bill does specifically amend their election law to say that a recount is not an investigation or audit into how the election was administered or even the qualifications of voters and that any petitions related to such must be rejected. It's on Page 9. LINK
