I think she is stalling for time as well as trying desperately to reduce the amount BR has to fork over.
Problem is that they have been intentionally fricking St George for most of that time period, so the results will not be what she thinks it will be.

Why should StG pay anything back to the parish? We are still part of the parish and won't be cutting funding to parish services.
What we won't be doing is giving th city services money.
