IMO, they were meant to be more of a cool looking than performance car. Had the 3.5 V-6 and an auto. Just more or less a Mopar parts bin thrown together.
Now who remembers the Howler that had a 4.7 V-8 and a 5 speed? The concept that never became available?

Yeah, the Prowler was all style and no substance. Compared to other cars in it's price range at the time, it was cheaply made and slow. You paid for the looks. You could have bought an E36 M3 for the same amount and had a vastly mechanically superior car.
