The teaser trailer released in February said the full reveal wouldn't drop until May. And has been noted, the developers have said it will be a new game.
If it was just a Madden re-skin, a game would've been released already, let alone clips of gameplay. Remember, EA first tweeted that "college football is coming back" in February of 2021.

It is definitely using the madden engine, so in that way it will be a madden re-skin

And over three years later, nothing to show for it except a teaser trailer that shows an unknown guy sewing on the field
This is not how it works. Hell even GTA released a teaser with actual gameplay for a game that isn't coming out in years.
