Yeah but in a crowd and a paddy wagon, they don't always identify the arrestees at the scene. They do it at processing.
It is weird though. Could be because of cameras or b/c it's an op. The PF stuff is always weird and off

Do they allow them to keep their face covered? Maybe it's more weird than anything else but it definitely seems off.
