That's not counting the $500 billion over 10 years for reconstruction. They are calling it "loan guarantees" but you're either naive or intellectually dishonest if you there there is even a slim chance if you that that 1.) Ukraine will not take every penny of it and 2.) They will pay a single penny of it back.
