Can a regular student transfer to a new school mid semester with no penalty or just athletes?

Yes. Regular students can change schools whenever they want. (Though they wouldn't be able to enroll at a new school past a certain point in the semester).

The sit-out rule was ONLY applicable to athletics. Even then, it was really only applicable to (IIRC) football and men's basketball prior to the rule change in 2020.

Bottom line: The rule had been in place for a long time with relatively few challenges. Mostly those challenges were to (rightly) overturn internal rules where coaches were withholding releases under the condition that players were prohibited from transferring to certain schools.

Like many, MANY instances, the NCAA grossly overreacted to the panicdemic and changed the rule..."temporarily". In doing so, they let the toothpaste out of the tube and it is not going back in.
