It's not limiting the claims...it's just measuring them. Abuse of power in any law enforcement agency is a problem. But, the fbi has shown to act in a politically biased way. That's an abuse that is higher on the totem pole.

When considering everything, the fbi is obviously more of a threat than local law enforcement. It's power makes it more of a threat. And, the recent history of targeting groups and individuals for political reasons makes it more of a threat.
