No idea. I've purchased a firearm at a gun show, which subsequent was lost in an unfortunate marine mishap.
I had to fill out the paperwork and do the same online background check as if I'd bought one at a firearm sales establishment.
I honestly have no clue WTF these dims have been talking about for all these years. I suspect further infringements of the 2A are cleverly slipped into the proposal and "gun show loophole" is just a smokescreen because to my knowledge it doesn't exist.
