Just jumped into the thread, sorry for missing your earlier answer(s).

This gets into how do we define the difference between a dealer and a private seller. Why should that be limited just to firearms? That seems to me to be a point of interstate commerce, thus it should apply to all transactions (looking at you, members of Congress with your stock trading).

Literally what this reg is doing, just FYI.

You can disagree with how they do it, but the point of the reg is to do just this.

Things like Series 7/9/etc are also regulated via the feds and its' a federal license.
