Reading the comments of that video, I’m willing to bet 98% of the people commenting saying they still do it for the safety of others and giving them a heads-up that they’re moving slower than most traffic i.e. THEM being the vehicular hazard
The thing that cracks me up is the use of flashers in dangerous driving conditions seems to be legal and acceptable in 98.9% of the country, but the OT, who is notorious for criticizing Louisiana and will never miss a chance to tell you how backwards it is or low ranked it is in anything, will fight tooth and nail over this issue

As soon as the Louisiana highway patrol starts pulling over drivers to write them tickets for using their hazards on I-10 in the middle of a downpour…then things will get really interesting!

Flaying might be a bit over the top but it is dangerous because it leads some folks to think the car with the flashing lights ahead is actually stopped. If it is raining so hard that you do not feel safe driving pull over and stop. I suspect you can get a ticket for driving with hazards on due to rain...everyone knows its raining.

The other day I was waiting on some dumbfrick to turn since his blinker appeared to be on. He went straight. He had his hazards on for no reason at all.

You getting it now? It is for indicating the presence of. Maybe you hit a lot of freak rain storms, but I can't think of a time that I was in a rainstorm where the cars behind me would have been able to see my flashing lights, but not yet see the storm.
Just because the statute doesn't mean what you want it to mean isn't a reason to disagree with it.

You need to pull over in this torrential downpour, pussy! You moving at 55-60 mph in this thunderstorm with no visibility is a lot more dangerous than you pulling over and being at a complete stop on the shoulder of the interstate where you’re at the mercy of the other cars not plowing you!
And we need our fine men and women of the Louisiana Highway Patrol to start pulling you pussies over and standing on the shoulders of the interstate during these storms and writing these tickets up!

Maybe I’ve been blessed with this never been an issue for me to tell if a car with either flashing lights or no flashing lights is completely stopped in front of me
But then again, I keep a safe distance between the vehicles in front of me in bad weather

I’ve already said I don’t use hazards in weather conditions, but I will never fault anyone who does when visbility is almost impossible
I’d feel safer moving at 60 in the rightmost lane with them on than being a sitting duck on the shoulder waiting for some dipshit to hydroplane and kill me

This we can agree on, it's not going to happen. My opinion is that would actually make for an unnecessary traffic hazard and is not necessarily justifiable for pulling someone over.
However, per the statue in Louisiana, rain is not a valid hazard in and of itself, for use of flashing lights.
