The President and his admin are directly responsible for negotiating spending. Trump was no different.
This is like the "veto proof majority" meme. That only existed because the DEMs and GOP in both chambers AND Trump negotiated that spending. It wasn't like Congress just presented Trump with a bill and said "tough titty". And, after the bill was signed, Trump lamented he didn't get to spend more.
