In this case, we're going below the speed limit. And my noticing it or not is irrelevant to the question. In a hypothetical situation and you were to pass, would you make sure that you did not exceed the speed limit even though it puts you at more risk?

Nobody is asking for a speed limit law that applies just to them. If they get pulled over for speeding, the law applies equally to them just as it would to you.
Are you seriously implying that you have never done anything that would be technically breaking a law? Jaywalking, changing lanes without using your blinker, nothing?
If you are truly being honest, even you would admit that there are laws/rules that you give yourself a little leeway with. As a general rule, everyone is a little bit of a hypocrite about one thing or another. Of course, you probably justify those to yourself because "you're a good person, unlike those speeders over there".
