Many schools have become unimageable, because the public model is built to bring in funding, not teach kids.

5% of the kids create 80% of the headaches.
3 strikes and you are out is the policy in our county.
And the teachers absolutely appreciate that policy. They are empowered to teach and not discipline. The admin is doing their job.

The public model is to teach all kids because that is what the law says they have to do.

Besides if a school expels or suspends too many kids, their scores go down. And when principals are graded on school scores, what do you think is going to happen?

Not to mention if you kick out too many students of color, you have the activists and the fedgov crawling up your backside.
