I anticipate the cost of private schools will increase by the average “scholarship” amount by the second year.
Public schools better start competing.
Should public schools deny attendance to students?
I'm sure that would help average test scores.
Public schools could also deny handicap people. A blind student can run about $100k per year to instruct. That's money that can provide better resources to the student body as a whole.
Let's make public schools competitive again.
Or we could go the other way. Force private schools to accept everyone. Including students with severe mobility and mental handicaps.
Make private schools look more like public schools.

Some, yes. Like they once did. Suspend/expel unruly kids, and by 10th grade put many in vocational training instead of high school.
Public schools are little more than job creators in many places, with "butts in seat" far more important than a competent classroom.
Public schools are all about funding.
