YTM has 1 and 2, but 3 is probably going to be an issue.

I haven't used it in a while, but I think Overcast probably meets your 1 and 2. It's a pretty solid, but no frills podcast app.

I'm curious why? That used to be a requirement for me back before unlimited data became standard for everyone but my parents.

This is a big reason why I moved from Overcast to Spotify. I can switch from mobile device to computer pretty seamlessly, and I can also easily send music/podcasts to my bluetooth speakers instead of playing them on my phone.
