Thousands of kids each year are there on the Disney College Program. They get a ton of experience, get to have fun, and have an inside track into a job at a Disney-owned company. The people operating rides aren't carnival workers, for the most part.

Other people choose to work there because they want to do it. Retirees driving boats, taking photos, etc... maybe they enjoy being around people that are mostly really happy to be where they are?
