1) whatever company manages the local harbor pilots is also probably all-in on DEI
2) the harbor pilots arent responsible for the ship losing power, most likely.

Those Harbor Pilots at Baltimore are much like the River Pilots in New Orleans. A closed shop, but as a group they know their stuff from generational training.
My guess is that this was a Bright Star thing wherein the boilers went out due to problems further down the line that sparked a fire in the engine room area . Bright Star had a bad oil filtration system which shut down the engines.
