They should have been mandated after the Sunshine Skyway Collapse but we're not a society prone to doing anything that's smart. "Waste of time and money" I'm sure. They could have done that instead of spending billions of dollars and a decade on a replacement bridge.

the bow area of the hull is so cut away on container ships with a very large overhang. That bridge pier base wouldn’t have to be huge and the sunshine skyway ones may not even be big enough.
